Only physicians licensed in Florida (under ch. 458 or ch. 459) with clear and active licenses may own or operate pain-management clinics.

Pain-management clinics cannot be owned by or employ physicians disciplined for drug or alcohol dependency, or any person convicted of or pleading guilty/nolo contendere to a felony.

Only licensed physicians (ch. 458 or 459) may prescribe or dispense medications at pain-management clinics, with the exception that licensed pharmacists (ch. 465) may dispense medications.

Defines "controlled substance" as drugs listed in Schedule II, III, or IV under s. 893.03, Florida Statutes.
