Removes health insurance from the calculation of a parent's obligation to pay medical support only, but requires health insurance provisions to remain in child support orders when reasonable and accessible.

Allows obligors to make child support payments directly to obligees when both parties request and the court finds it in the child's best interest, otherwise payments must go to the State Disbursement Unit.

Authorizes the Department of Revenue to submit written declarations signed under penalty of perjury to establish child support obligations and to refer proceedings to the Division of Administrative Hearings for evidentiary hearings.

Requires the Department of Revenue to review child support orders in Title IV-D cases at least once every 3 years and file petitions to modify orders when reviews indicate modification is warranted.

Amends birth certificate procedures to allow parents who marry after a child's birth to have the certificate amended to reflect marital status as of the child's birth, and allows birth certificates to be updated when dissolution judgments require paternity establishment.
