Adds new definitions related to debt negotiation services including "concession," "debt negotiation organization," "debt negotiation services," "debt principal," and "plan" to Florida Statutes § 817.801.

Exempts attorneys providing legal representation from debt negotiation organization requirements under § 817.803.

Prohibits debt negotiation organizations from charging fees before a signed service contract is executed, making false or misleading representations, or collecting any fees other than settlement fees paid after debt settlement is agreed upon.

Requires debt negotiation organizations to maintain minimum $100,000 insurance coverage for employee dishonesty, depositor's forgery, and computer fraud with deductible not exceeding 10 percent.

Establishes service contract requirements including detailed description of services, payment terms, business address, agent for service of process, and a 5-business-day cancellation right notice in boldface type.
