Establishes the "Stillbirth and SUID Education and Awareness Act" requiring the State Surgeon General to create a culturally appropriate public health campaign focused on reducing risk factors for sudden unexpected infant death (SUID) and sudden unexplained death in childhood (SUDC)

Requires the State Surgeon General to conduct a needs assessment of personnel, training, technical assistance, and resources available for investigating SUID and SUDC deaths, and make recommendations to increase collaboration among investigating agencies

Mandates development of guidelines for postmortem stillbirth evaluation including autopsies, placental histopathology, and cytogenetic testing with consideration for cultural sensitivity and reimbursement procedures

Directs the State Surgeon General to establish a 12-member task force by September 1, 2010 consisting of pediatric health care providers, scientists/clinicians, maternal and child health professionals, and parents to develop a research plan on stillbirth causes and prevention

Requires submission of a progress report to the Governor and legislature by October 1, 2012 on implementation efforts; takes effect July 1, 2010
