Distributes Catch Me, Release Me plate fees to Guy Harvey Ocean Foundation, Inc. for marine research, conservation, and education programs, with up to $60,000 retained for startup costs and up to 10% for administrative and promotional expenses

Distributes Florida Horse Park plate fees to Florida Agriculture Center and Horse Park Authority for park development, infrastructure improvements, and operations in Marion County, with up to 5% each for administration and marketing after startup cost recovery

Distributes Florida Biodiversity Foundation plate fees to Florida Biodiversity Foundation, Inc. for research, education, and conservation of imperiled species, with 50% retained for startup costs and up to 10% for administrative and promotional expenses

Amends Florida Salutes Veterans license plate fee distribution to reduce direct-support organization allocation from 20% to 10% and extends distribution period from 24 to 48 months
