• Repeals outdated Drug-Free Workplace Act prohibition and updates references to "Joint Commission" (eliminating "on the Accreditation of Healthcare Organizations" language) throughout health care licensing statutes

• Requires blood establishments collecting from volunteer donors to disclose on the Internet specified operational information including volunteer donation numbers, conflict-of-interest policies, and financial statements; establishes maximum $10,000 annual fine for non-compliance

• Directs 50% of traffic violation fines under s. 316.1893 to Brain and Spinal Cord Injury Rehabilitation Trust Fund (within Department of Health) to serve adult Medicaid recipients with medically complex spinal cord injuries

• Consolidates assisted living facility licensing by eliminating limited nursing services license category, removing provisory licenses, increasing base licensure fees, and phasing out adult day health care waiver program by December 31, 2010

• Creates unclassified violations category for health care facilities with maximum $500 fines; authorizes agency to extend licenses up to 60 days after denial/revocation for orderly client discharge; requires blood establishments seeking to distribute prescription drugs to obtain restricted distributor permits
