Prohibits water management district governing boards and the Department of Environmental Protection from approving permits for consumptive water use intended for resale to the public for commercial profit until July 1, 2020.

Applies the moratorium only to applicants who propose to purchase water with intent to resell it for commercial profit, not to other consumptive uses.

Maintains existing permit requirements and conditions for water consumption that are consistent with district or department objectives and not harmful to water resources.

Exempts domestic water consumption by individual users from permit requirements, as established under prior law.

Takes effect July 1, 2010.
