Authorizes university boards of trustees to establish a renewable energy fee charged to all students, subject to approval by majority vote in a student body referendum that includes the proposed fee amount and purpose.

Caps the renewable energy fee at $1 per credit hour in the first year of implementation, with any changes requiring student referendum approval; fee revenues cannot be included in financial aid awards.

Requires establishment of a renewable energy fee committee with up to 12 members (half appointed by student body president, half by university president) to vote on spending for renewable energy technologies and energy efficiency projects that reduce greenhouse gas emissions, waste, or energy costs.

Mandates a referendum after 3 years of fee implementation to allow students to vote on continuing or discontinuing the fee; if discontinued, remaining revenue must be spent within 2 fiscal years and the fee cannot be reestablished for at least 1 year.
