Exempts vinous and alcoholic beverages provided by distributors, vendors, or distillers for wine tastings and spirituous beverage tastings from sales tax.

Repeals section 565.07 relating to the sale, processing, and consumption of certain distilled spirits.

Authorizes in-state licensed distillers to conduct spirituous beverage tastings on licensed premises and deliver up to 12 containers of 1.75 liters per container of distilled spirits annually to vendors for promotional purposes without violation of regulations.

Requires the Division of Alcoholic Beverages and Tobacco to issue up to 5-year brand or label registrations to in-state distillers with fees capped on an annualized basis, and mandates written notification of registration receipt within 10 business days and approval or denial within 30 business days.

Grants preference in processing brand or label registrations and fee payments to in-state licensed distillers over out-of-state distillers.
