Creates section 83.683 of Florida Statutes to protect victims of domestic violence, dating violence, repeat violence, and sexual violence in residential tenancies.

Prohibits landlords from refusing to rent to applicants who are victims of violence if applicant provides documentation such as a domestic violence center letter, police report, no contact order, or protective injunction issued within 30 days of application.

Prohibits landlords from refusing to rent based solely on prior lease termination due to violence or prior breach of lease caused by violence, if applicant provides court documents as evidence.

Allows victims to terminate leases early with 30 days' notice and appropriate court documentation, with tenant liability limited to one month's rent, unpaid rent through move-out, concessions, and damage charges.

Requires landlords to change locks or permit tenant lock changes within 72 hours when tenant provides court order granting exclusive possession or prohibiting contact with named individuals, provided tenant bears expense and locks are non-destructive; effective July 1, 2010.
