Allows Department of Highway Safety and Motor Vehicles to remove liens from derelict motor vehicle records within 10 days of receiving an application if the lienholder does not protest in writing during that period.

Expands derelict motor vehicle definition to include trailers valued under $5,000 that are at least 10 model years old and establishes separate value thresholds ($1,000 for motor vehicles, $5,000 for trailers).

Requires derelict motor vehicle certificate applications to include legible copies of seller's driver's license or identification card and, if seller is not owner of record, a thumbprint imprinted on the application.

Prohibits towing companies, repair shops, and landlords from using derelict motor vehicle certificate applications to dispose of vehicles without obtaining proper title or certificate of destruction.

Requires salvage dealers and secondary metals recyclers to make payments for derelict motor vehicles sold by non-owners by check or money order only, and prohibits cashing such checks.
