Adds "sexual orientation" and "gender identity or expression" as protected classes under the Florida Civil Rights Act of 1992, prohibiting discrimination in employment, housing, public accommodations, and public lodging/food service establishments

Replaces the term "handicap" with "disability" throughout Florida civil rights statutes and expands the definition to include physical or mental impairments that substantially limit major life activities, records of such impairments, or being regarded as having such impairments

Defines "sexual orientation" as an individual's actual or perceived heterosexuality, homosexuality, or bisexuality; defines "gender identity or expression" as gender-related identity, appearance, expression, or behavior regardless of assigned sex at birth

Specifies that disability determinations must be made without considering ameliorative effects of mitigating measures such as medication, prosthetics, hearing aids, assistive technology, or reasonable accommodations

Designated as the "Competitive Workforce Act" with an effective date of July 1, 2010
