Denies registration to pain-management clinics owned directly or indirectly by persons convicted of any felony in Florida, another state, or the United States; allows revocation of previously issued registrations.

Mandates annual Department of Health inspections of registered clinics unless accredited by a nationally recognized agency; clinic registrations automatically expire after 2 years without renewal approval.

Requires extensive application information including ownership details, facility information, and personal background statements with fingerprints for clinic managers, top four employees, and all affiliated parties for criminal record checks by state and federal agencies.

Directs the Board of Medicine and Board of Osteopathic Medicine to adopt rules establishing practice standards for pain-management clinics covering facility operations, infection control, health and safety, patient records, and data collection requirements.
