Adds methadone to the list of controlled substances for which unlawful distribution resulting in the death of the user constitutes first-degree murder, a capital felony

Applies only when the distributor is 18 years of age or older and the drug is proven to be the proximate cause of the user's death

Previously covered substances include Schedule I controlled substances, cocaine, opium, and opium derivatives

Reenacts related statutes governing violent offenses against law enforcement/judicial officers, murder of law enforcement officers, Criminal Punishment Code severity rankings, and Control Release Authority eligibility to incorporate the amendment
