Authorizes additional persons to purchase credit for prior military wartime service under the Florida Retirement System by removing the January 1, 1987 employment date limitation in subsection (2) of section 121.111.

Replaces references to the Veterans' Reemployment Rights Act with the Uniformed Services Employment and Reemployment Rights Act throughout section 121.111.

Increases payroll contribution rates effective July 1, 2010 for all Florida Retirement System membership classes: Regular Class by 0.11 percentage points, Special Risk Class by 0.16 percentage points, Special Risk Administrative Support Class by 0.21 percentage points, Judicial subclass by 0.20 percentage points, legislative attorney-Cabinet subclass by 0.19 percentage points, County Officers' subclass by 0.22 percentage points, and Senior Management Service Class by 0.18 percentage points.

Declares that the act serves an important state purpose by providing fair, adequate, and actuarially sound benefits to state and local government employees and retirees.

Directs the Division of Statutory Revision to adjust contribution rates in sections 121.052, 121.055, and 121.071 to reflect the increases provided in the act.
