Authorizes commercial mobile radio service providers designated as eligible telecommunications carriers to offer Lifeline services upon filing a notice of election with the Public Service Commission

Allows the Department of Children and Family Services, Department of Education, Public Service Commission, and Office of Public Counsel to exchange eligible subscriber information (name, date of birth, service address, telephone number) with telecommunications carriers and mobile service providers to identify and enroll eligible persons in Lifeline and Link-Up programs

Requires that exchanged information remain confidential and be used only for determining eligibility and enrollment in Lifeline and Link-Up programs

Mandates the Public Service Commission, Department of Children and Family Services, Office of Public Counsel, and each eligible telecommunications carrier offering Lifeline and Link-Up services to convene a Lifeline Workgroup by December 31, 2010 to discuss information sharing, party obligations, and enrollment procedures

Takes effect July 1, 2010
