Enacts the "Agreement Among the States to Elect the President by National Popular Vote" into Florida law, allowing Florida to join an interstate compact with other states adopting this agreement.

Requires member states to conduct statewide popular elections for President and Vice President, with presidential electors appointed based on the national popular vote winner rather than state-by-state results.

Agreement takes effect when states cumulatively possessing a majority of electoral votes (270 votes) have enacted it in substantially the same form.

Allows member states to withdraw from the agreement at any time, except withdrawals within 6 months of a President's term end become effective only after the next President or Vice President is qualified.

Terminates the agreement if the Electoral College is abolished, and requires state governors to notify other states when the agreement is enacted, takes effect, or when a state withdraws.
