Creates the "Rosa Parks Act" to encourage the Board of Executive Clemency to grant full pardons to persons convicted of protesting or challenging state laws or local ordinances enacted to maintain racial segregation or discrimination.

Requires the Parole Commission to notify the state attorney of the circuit where the violation occurred after receiving a pardon application, with the pardon granted unless the state attorney objects on grounds that the conviction did not result from violation of a segregationist law or ordinance.

Provides that if a state attorney objects, a hearing shall be held at the next scheduled Board of Executive Clemency meeting, with notice provided to all interested parties.

Allows persons convicted under segregationist laws who receive a full pardon to file a sworn affidavit with the board; the pardon may be voided if the affidavit information is later found to be false or if the violation had no direct relationship to protesting segregation.

Permits pardoned individuals to not disclose their conviction and entitles them to restoration of all citizenship rights previously enjoyed before conviction.
