Requires prekindergarten instructors in school-year programs delivered by private providers and public schools to hold a bachelor's degree or higher in early childhood education, prekindergarten education, or related fields beginning July 1, 2013.

Allows instructors with a bachelor's degree in elementary education to qualify if they have been certified to teach children birth through grade 6 and do not have a suspended or revoked educator certificate.

Requires classes with 11 or more students to have one instructor meeting the bachelor's degree requirement and a second instructor holding at least a child development associate credential plus emergent literacy training.

Removes alternate educational credential options that previously allowed instructors with associate's degrees or work experience to meet requirements.

Repeals section 1002.65 regarding aspirational goals for prekindergarten instructor professional credentials.
