SB 856 - Florida Illegal Immigration Reform Act

• Requires lottery prize winners to verify U.S. citizenship or lawful presence before receiving payments

• Prohibits counties and municipalities from adopting ordinances relating to persons illegally present in the United States

• Mandates public employers to participate in federal E-Verify program or equivalent to verify work authorization status of newly hired employees

• Requires driver's license applicants to present proof of U.S. citizenship or lawful presence and establishes memoranda of understanding between state agencies and federal Department of Homeland Security regarding detention and deportation of illegal aliens

• Establishes licensure requirements for immigration assistance service providers, prohibits unlicensed practice as a misdemeanor, and requires written contracts and posted signage disclosing the provider is not an attorney

• Creates criminal penalties for transporting or harboring illegal aliens and requires verification of citizenship status for persons charged with felonies held in detention facilities

• Restricts public education attendance and state financial aid to U.S. citizens or those lawfully present in the United States
