Revises weight limit exceptions for towed vehicles by clarifying that posted load limits for bridges and culverts cannot be exceeded when towing disabled vehicles, even if the combined weight would otherwise be exempt from penalties.

Adds wreckers to the list of vehicles subject to safety and operational requirements in section 316.535, and provides that wreckers towing wrecked, disabled, or replacement vehicles are exempt from the 70,000-pound gross weight limit.

Establishes a $41 flat annual license tax for wreckers used exclusively to tow vessels, disabled vehicles, abandoned vehicles, stolen-recovered vehicles, impounded vehicles, or replacement vehicles, with $11 deposited to the General Revenue Fund.

Creates a tiered licensing fee structure for wreckers towing nondisabled motor vehicles, ranging from $118 to $1,322 annually based on gross vehicle weight (10,000 to 72,000+ pounds).

Effective date: July 1, 2010.
