Authorizes the Department of Health to charge hospitals and birth centers a fee not exceeding $15 per live birth annually to cover administrative costs of the newborn screening program, including followup evaluation of abnormal screening results and confirmatory testing.

Eliminates the requirement that the Department of Health certify annual newborn screening program costs in its legislative budget request.

Requires the Medicaid Program Office to reimburse the Department of Health at the Medicaid rate for newborn screening tests and medically necessary followup reevaluations as a covered benefit.

Mandates that all health insurance policies and health maintenance organization contracts (except supplemental policies) compensate the Department of Health for newborn screening tests at the Medicaid rate.

Takes effect July 1, 2010.
