Amends section 383.412, Florida Statutes to revise public records and public meetings exemptions for the State Child Abuse Death Review Committee and local child abuse death review committees.

Requires that any closed portion of a committee meeting must be recorded with no off-the-record segments, and the recording shall be maintained by the State Child Abuse Death Review Committee or local committee.

Makes recordings of closed meeting portions exempt from public records requirements under Florida Statutes section 119.07(1) and the Florida Constitution.

Defines "local committee" to mean a local child abuse death review committee or a panel assembled by the State Child Abuse Death Review Committee or local committee pursuant to section 383.402.

Extends the repeal date of the exemptions from October 2, 2010 to October 2, 2015, subjecting the exemptions to the Open Government Sunset Review Act.
