Creates uniform elements for Florida Health Information Exchange Participation Agreements to be adopted by rule and posted on the Agency for Health Care Administration website by July 1, 2011, with immunity from civil liability for providers accessing or releasing health records under compliant agreements.

Requires the Agency for Health Care Administration to coordinate with federally funded regional extension centers to increase provider readiness for implementing electronic health records and participation in health information exchange and electronic prescribing.

Directs the agency to contract for development of a single statewide infrastructure for exchanging health information that is interoperable with the National Health Information Network and prioritizes privacy, security, and interoperability.

Modifies requirements for the State Consumer Health Information and Policy Advisory Council to hold quarterly meetings on electronic prescribing implementation and requires the agency to post implementation metrics on its website rather than submit annual reports to the Governor and Legislature.

Eliminates the requirement for the agency to publish an annual comprehensive report on state health expenditures, replacing it with posting expenditure information on the agency's Internet website.
