Urges Congress to refrain from applying the federal Hatch Act (5 U.S.C. §§ 1501-1508) to Florida sheriff's office members who are seeking elected public office.

Opposes the U.S. Office of the Special Counsel's determination that the Hatch Act applies to sheriffs' employees campaigning for partisan office, including the Office of Sheriff.

Asserts that Florida sheriffs are independent constitutional officers not included within the state's executive branch and should not be subject to Special Counsel jurisdiction under the Hatch Act.

Contends that the Hatch Act restrictions may discourage qualified candidates from retaining positions or seeking public office, contrary to Florida's interests.

Directs distribution of the memorial to the President of the United States, President of the U.S. Senate, Speaker of the U.S. House, and all members of the Florida congressional delegation.
