Amends Florida Statutes Section 166.031 to modify procedures for filling candidacy vacancies in municipal elections.

Requires municipalities to establish procedures by ordinance or charter provision for handling vacancies in candidacy caused by death, withdrawal, or removal from the ballot after the qualifying period ends, leaving fewer than two candidates.

Declares a remaining candidate elected to office without opposition if a vacancy in candidacy occurs for the second time in the same contest or due to candidate death, eliminating the need to reopen the qualifying period or hold a special election.

Takes effect July 1, 2010.
