Authorizes governing bodies of jurisdictions with enterprise zones that include rural areas of critical economic concern to apply to the Office of Tourism, Trade, and Economic Development to expand zone boundaries by up to 3 square miles, with applications due by December 31, 2011.

Permits the Office of Tourism, Trade, and Economic Development to approve boundary amendment applications if the expanded area meets remaining statutory requirements, notwithstanding existing area limitations.

Authorizes Martin County to apply for designation of one enterprise zone covering up to 10 square miles within the primary urban services boundary focused on Indiantown, with specific exclusions for Florida Power and Light property, designated estate residential areas, and the county-owned Timer Powers Recreational Area.

Requires Martin County to exempt residential condominiums from state enterprise zone incentives within the designated zone and mandates the application be submitted by December 31, 2010, in compliance with section 290.0055.

Takes effect January 1, 2011.
