Authorizes county boards of commissioners to negotiate leases of real property other than airports or seaports for terms not exceeding 5 years without competitive bidding requirements.

Allows county boards to negotiate airport and seaport facility leases, modify or extend existing leases up to 25 years for properties appraised over $20 million, and lease professional sports facilities without undertaking standard competitive bidding procedures.

Permits transfers of road rights-of-way between local governments by deed in addition to the existing right-of-way map method, with title transferring upon recording in county public land records.

Maintains that municipalities retain governmental, corporate, and proprietary powers over public roads and rights-of-way transferred to other governmental entities.

Takes effect July 1, 2010.
