Establishes the H. Lee Moffitt Cancer Center and Research Institute as a statewide resource for basic and clinical research and multidisciplinary patient care under a not-for-profit corporation governed by an agreement with the Board of Governors.

Designates the not-for-profit corporation and its approved not-for-profit subsidiaries as conclusively acting as instrumentalities of the state for purposes of sovereign immunity protection.

Authorizes the not-for-profit corporation to create for-profit or not-for-profit subsidiaries with Board of Governors approval, but prohibits for-profit subsidiaries from competing with for-profit health care providers in radiation therapy services.

Grants the Board of Governors authority to approve articles of incorporation, oversee facility utilization for teaching and research by state universities and other accredited institutions, and require annual independent financial audits submitted to the Auditor General.

Establishes that meetings discussing state appropriations must be open to the public, but other board meetings are exempt from public meeting requirements, and proprietary confidential business information is exempt from public records disclosure with limited exceptions for oversight agencies.
