Requires Public Service Commission commissioners to observe and abide by the Code of Judicial Conduct during docketed proceedings, with material violations subject to suspension or removal by the Governor.

Prohibits commissioners and their direct reporting staff from initiating, engaging in, or considering "prohibited communications" (communications about docketed matters not served on all parties) in any proceeding except undocketed workshops or internal affairs meetings.

Requires all oral and written communications between commissioners and regulated entity representatives to be posted on the commission website within 72 hours, with 72-hour advance notice posted before any such communications occur; allows Public Counsel to participate.

Extends the post-employment restrictions for former commissioners and commissioner staff to 4 years (from 2 years) prohibiting them from appearing before the commission, lobbying the legislative or executive branch, or accepting employment from regulated utilities or their competitors; applies to those appointed or hired on or after July 1, 2010.

Changes Public Counsel reconfirmation from biennially to every 4 years and establishes penalties up to $5,000 for commissioners failing to disclose prohibited communications or for individuals making prohibited communications to regulated entities.
