Removes the requirement that county governments not be consolidated with municipalities in order to levy an indigent care and trauma center discretionary sales surtax

Requires counties that are consolidated with one or more municipalities to obtain voter approval through referendum before levying the surtax, whereas previously unconsolidated counties could approve it by extraordinary vote of the governing body alone

Authorizes counties with populations of at least 800,000 residents to levy a discretionary sales surtax not exceeding 0.5 percent for indigent care and trauma center services

Maintains existing requirements for surtax plans to fund a broad range of health care services for indigent persons and the medically poor, including primary care, preventive care, and hospital care with Level I trauma center services

Takes effect July 1, 2010
