Expands the First Generation Matching Grant Program to include independent colleges and universities accredited by the Southern Association of Colleges and Schools Commission on Colleges, in addition to state universities.

Requires independent colleges and universities to raise at least $200,000 in matching funds before the Office of Student Financial Assistance may reserve a proportionate allocation for them based on full-time equivalent enrollment.

Maintains dollar-for-dollar matching of private contributions by the state for grants benefiting undergraduate students whose parents have not earned a baccalaureate degree and who demonstrate financial need.

Allocates funds for independent colleges and universities beginning with the 2011-2012 fiscal year, with implementation contingent on specific legislative funding.
