• Requires contractors on public works projects to record payment bonds in official county records and include the bond number on the bond's front page

• Prohibits building permit authorities and private inspectors from inspecting properties until recorded payment bonds (or exemption statements) and notice of commencement documents are filed and verified as consistent with permit applications

• Establishes exemptions from payment bond requirements for state contracts of $100,000 or less and allows county/municipal officials to exempt contracts up to $200,000 with Secretary of Management Services authority to delegate waivers for contracts between $100,000-$200,000

• Requires contractors to provide owners with a standardized "General Statement of Owner's Rights and Responsibilities" document (signed and filed with building permit) explaining Florida's construction lien law and outlining four protective steps including notice of commencement, monitoring documents, obtaining lien waivers, and final payment affidavits

• Modifies notice service requirements and clerk procedures to require certified or registered mail with return receipt for contest of lien notices and bond transfer notifications; authorizes clerk service charges up to $20 for lien transfers plus $10 per additional lien
