Establishes daily, per-transaction, and 30-day purchase limits for nonprescription ephedrine or related compounds: 3.6 grams per day, 3 packages per single transaction, and 9 grams per 30-day period.

Requires purchasers to be at least 18 years old, provide government-issued photo identification, and sign transaction records for any ephedrine or related compound purchase.

Mandates retailers use an electronic recordkeeping system approved by the Department of Law Enforcement to track real-time purchases, with exemptions available for retailers selling less than 72 grams in a 30-day period who lack technology access.

Requires retail display of ephedrine products only behind checkout counters or locations inaccessible to the general public, and mandates employee training on state and federal regulations.

Prohibits retailers from accessing or using purchaser information except for law enforcement purposes or product recalls, and provides civil immunity for good-faith information releases to law enforcement; takes effect July 1, 2010, with implementation by January 1, 2011.
