Repeals section 5 of chapter 2008-225 and abrogates the future repeal of Florida Statutes sections 1000.36-1000.39 relating to the Interstate Compact on Educational Opportunity for Military Children

Removes provisions requiring the Interstate Commission to establish bylaws for public disclosure of information and records and procedures for closing meetings, eliminating exemptions for certain types of sensitive information

Establishes procedures for military children to enroll without delays, continue grade-level placement, maintain course enrollment, and graduate on time despite frequent relocations and deployment

Requires member states to create state councils coordinating among government agencies and local education agencies for compact implementation and to appoint military family education liaisons

Provides that sections 1000.36-1000.39 shall be repealed 3 years after the bill's effective date unless the Legislature reenacts them
