Restricts drivers under age 18 from operating a motor vehicle with any passengers under 18 during the first 6 months after licensure unless accompanied by a driver at least 21 years old.

After the initial 6-month period, drivers under 18 may not operate a motor vehicle with more than three passengers under 18 in the vehicle.

Exempts siblings and children of the driver from passenger restrictions.

Limits enforcement to secondary action only when the driver has been detained for another traffic violation under chapters 316, 320, or 322.

Violations constitute noncriminal traffic infractions punishable under chapter 318, and applies to all persons under 18 issued a driver's license on or after October 1, 2010.
