Requires any person testifying at Public Service Commission meetings, workshops, hearings, or other events to disclose financial or fiduciary relationships with public utilities

Disclosures must include charitable contributions from utilities to organizations represented by the testifier, governance positions held by utility employees within those organizations, and gifts received from utilities or their affiliates/subsidiaries

Written disclosures must be filed with the commission clerk's office and the Office of Public Counsel before testimony is provided

Knowing violations result in a 2-year ban from testifying, appearing before, or representing anyone before the commission, as determined by final commission order

Persons found in violation may petition for an administrative hearing with the Division of Administrative Hearings within 30 days of the order
