Adds a new definition of "graduate assistant" as a graduate-level student at a state university who provides teaching or research responsibilities on a part-time basis for compensation, treating them as state employees for insurance purposes.

Allows graduate assistants to participate in the state group insurance program if the university they are attending elects to pay the state contribution for their participation costs.

Excludes graduate assistants from the definition of "part-time state employee" and instead creates a separate category for their participation in the insurance program.

Reorganizes existing definitions in the state group insurance program statute by renumbering paragraphs and clarifying eligibility for program participation.

Effective date: July 1, 2010.
