Requires reading and language arts instructional materials to include civics education content at all grade levels beginning in the 2012-2013 school year

Mandates that students entering grade 6 in 2012-2013 and beyond complete at least one semester civics education course covering federal, state, and local government structures, branches of government, and historic documents to advance from middle school

Establishes an end-of-course civics education assessment as a field test during 2012-2013 school year at the middle school level, with assessment counting for 30 percent of final course grade in 2013-2014 and becoming a required passing component beginning 2014-2015

Includes civics education end-of-course assessment data in school grade calculations beginning with the 2013-2014 school year

Designates the act as the "Justice Sandra Day O'Connor Civics Education Act" and takes effect July 1, 2010
