Creates the "Florida Reemployment Investment Act" requiring state agencies and private contractors on state or federally-funded public works projects to employ 100 percent Florida residents or demonstrate good faith efforts to hire Florida residents first

Applies retroactively to public works projects that commenced between July 1, 2009 and July 1, 2012, with compliance required by October 1, 2010 or 60 days after project commencement, whichever is earlier

Defines Florida resident as someone with a valid Florida driver's license, valid Florida identification card, or homestead property declared in Florida for at least 1 year before project commencement

Authorizes the Agency for Workforce Innovation to verify compliance and assess civil penalties up to $5,000 per violation (with each day constituting a separate violation) for contractors who fail to comply or attempt bad faith circumvention

Directs the Agency for Workforce Innovation to adopt administrative rules to implement and enforce the act
