Prohibits Medicaid from restricting antiretroviral drugs through prior authorization, step-therapy approval, or other limitations that limit access to HIV treatment medications.

Requires health insurers to include antiretroviral drugs on formularies without restrictions such as prior authorization or step-therapy requirements for treating HIV infection.

Prevents insurers from canceling or denying renewal of health insurance policies based on HIV/AIDS diagnosis or treatment.

Applies same antiretroviral drug access requirements to health maintenance organizations and out-of-state group health insurance policies covering Florida residents.

Takes effect July 1, 2010.
