Amends fire hydrant inspection requirements to allow public fire hydrants owned by governmental entities to be inspected following State Fire Marshal standards or equivalent standards such as the American Water Works Association's Manual M17

Permits county, municipal, and special district utilities to conduct fire hydrant inspections using designated employees who do not need to be certified as firesafety inspectors under state law

Places responsibility on counties, municipalities, and special districts to ensure their designated employees are qualified to perform fire hydrant inspections

Creates exceptions to the general requirement that all firesafety inspections must be conducted by state-certified firesafety inspectors

Applies inspection requirements to fire hydrants and fire protection systems at all properties except one-family or two-family dwellings
