Requires motor vehicle registration and renewal forms to include options for voluntary $1 contributions to Blind Babies and Blind Youth Services, services for persons with developmental disabilities (The Arc of Florida), and Ronald McDonald House Charities of Tampa Bay.

Requires driver's license application forms to add three new voluntary contribution options: $1 to Senior Vision Services (Florida Association of Agencies Serving the Blind), $1 for developmental disabilities services (The Arc of Florida), and $1 to Ronald McDonald House Charities of Tampa Bay.

Establishes that the Department of Motor Vehicles must transfer collected contributions monthly to the respective organizations.

Designates all contributions collected under these provisions as non-revenue income for purposes of applying service charges under Florida Statutes section 215.20.

Effective date: October 1, 2010.
