Exempts bids, proposals, and replies submitted in response to competitive procurement solicitations from public records disclosure until the agency provides notice of a decision or 20 days after opening, whichever is earlier.

Extends the exemption period to 12 months maximum if an agency rejects all submissions and reissues the solicitation, ending when the agency makes a final decision or withdraws the reissued solicitation.

Exempts meetings where vendors make oral presentations or answer questions as part of competitive procurement solicitations from public meetings requirements, and exempts documents or materials presented at such meetings from public records disclosure under the same timeline.

Requires a complete recording be made of any exempt vendor presentation meeting, with the recording and all materials remaining exempt until final agency decision or 20 days after opening bids, proposals, or replies, whichever occurs first.

Repeals both exemptions on October 2, 2015, unless the Legislature reviews and reenacts them through the Open Government Sunset Review Act; effective July 1, 2010.
