Clarifies fee exemption for students who were in custody of a relative under the Relative Caregiver Program or adopted from the Department of Children and Family Services after May 5, 1997, by separating this category into its own subsection (d)

Extends fee exemption to include career-preparatory instruction and college-level communication and computation skills testing program fees for relative caregiver and adopted students

Establishes that the fee exemption for relative caregiver and adopted students remains valid for 4 years after high school graduation

Renumbers existing exemption categories for welfare transition program participants, homeless students, and Lake Apopka-impacted business workers from (d)-(f) to (e)-(g)

Takes effect July 1, 2010
