Exempts the Division of Licensing Trust Fund within the Department of Agriculture and Consumer Services from legislative authority to transfer unappropriated cash balances to the General Revenue Fund or Budget Stabilization Fund

Adds the Division of Licensing Trust Fund to the list of trust funds protected from cash balance transfers under section 215.32(2)(b)4.b, Florida Statutes

Places the Division of Licensing Trust Fund in the same protected category as other restricted trust funds including bond covenant funds, the State Transportation Trust Fund, and the Florida Retirement System Trust Fund

Takes effect upon becoming law
