Prohibits Agency for Persons with Disabilities from adopting rules that restrict the number of community residential homes located within a planned residential community.

Defines "planned residential community" as a local government-approved planned unit development of at least 8 acres with unified control and amenities serving people with developmental disabilities, with a requirement that it cannot be located within 10 miles of another planned residential community.

Allows community residential homes within a planned residential community to be contiguous to one another and exempts them from proximity requirements that apply to other community residential homes.

Authorizes the Agency for Persons with Disabilities to license comprehensive transitional education programs serving children with developmental disabilities and intensive behavioral problems who were previously served by the child welfare system.

Effective July 1, 2010.
