Amends Florida's elevator safety code to update references to the American Society of Mechanical Engineers (ASME) standards A17.1 and A17.3 for elevator inspection and maintenance.

Authorizes the Division of Hotels and Restaurants to adopt rules, enter buildings for inspections, and grant variances for undue hardship in elevator safety compliance.

Exempts elevators in condominiums and multi-family residential buildings with certificates of occupancy issued before July 1, 2008 from Phase II Firefighters' Service code modifications for 5 years or until replacement/major modification.

Extends the timeframe for elevator owners to comply with correction orders from 30 days to 90 days and adds new grounds for disciplinary action against certified inspectors and elevator companies, including fraud, negligence, and failure to maintain credentials.

Establishes citation procedures for unlicensed elevator activity with penalties up to $1,000 per violation and requires certified elevator inspectors to annually register with proof of 8 hours continuing education and liability insurance.
