Creates section 489.1138 of Florida Statutes to regulate hoisting equipment (cranes, derricks, hoists, elevators, conveyors) used in construction, demolition, or excavation work that fall under federal OSHA regulations (29 C.F.R. parts 1910 and 1926)

Requires applicants for building permits involving tower cranes or mobile cranes to submit site plans identifying crane location, power line clearances, adjacent buildings, and structural foundation, plus documentation of compliance with all governmental authorities including FAA lighting requirements

Mandates clear radio communication channels between operators when two or more tower cranes or mobile cranes operate within the same swing radius

Requires hurricane and high-wind event preparedness plans for tower cranes and mobile cranes on work sites, with specific securing procedures including manufacturer compliance, lubrication of turntables, laying down booms, and placement of tower cranes in weathervane position

Preempts all local acts, ordinances, or regulations regarding hoisting equipment; violations by licensed contractors subject to discipline under sections 455.227 and 489.129; exempts elevator regulation and certain plant/mining operations
