Redefines "ROV" (recreational off-highway vehicle) to allow larger vehicles with maximum width of 64 inches (previously 60) and dry weight of 2,000 pounds (previously 1,500)

Requires speed violation citations under sections 316.183, 316.187, 316.189, 316.1893, and 316.1895 to be based solely on evidence from approved speed calculating devices, with exceptions for crash investigations and visual/aural observations

Removes requirement for Department of Highway Safety and Motor Vehicles to adopt uniform written notice for illegal vehicle sales enforcement and authorizes code enforcement officers from any local government agency to enforce these provisions; establishes $100 fine for unlawful vehicle display with vehicle impoundment possible

Limits driver improvement course elections to lifetime maximum of 5 times (previously 10 years) to avoid court appearance for traffic infractions

Removes notarization requirement for vehicle title transfer forms relating to odometer disclosure, replacing it with affidavit stating facts are true under penalty of perjury; permits licensed dealers selling vehicles to out-of-state purchasers to avoid applying for title if purchaser signs affidavit to title vehicle elsewhere
